If he is listed on the lease as a tenant and he signed the lease, then yes you have to deal with him as a tenant. Doesn't matter if he has a lease or even owns a home elsewhere, you agreed that he is a tenant when you signed the lease. Yes, you have to respond to his maintenance requests.
