About to advise with the same information. Commercial vehicles are not allowed to park in residential streets between 9:00pm to 6:00am in New York City.
The hours of unenforced parking can be confirmed with a local rental facility, such as U-Haul. (They would be responsible for advising truck renters of their parking responsibilities.)

Another solution ... Just raise the rent ($100) to accommodate for the additional unauthorized tenants.

The ordinance in our town about commercial vehicles on the street (on a permanent basis) is complaint driven.. If someone drives it to and from work it's ok. And, if no one complains it can sit permanently on the street for years and won't be ticketed unless someone complains. I like the idea of raising the rent -- I understand that the tenant may leave.

Are you getting a lot of complaints about the legally parked vehicle. Do you have driveway space for it? Will the van still be a problem after you have raised the rent?
