No, a monitor heater, not monitor the heating... It's a type of heating source... Think Rinnai propane heaters.

Rather than going to all that expense then, I suggest they use of a LandlordStat (landlordstat.com). It will prevent the T from abusing the heat. They are programed to prevent the heat from being raised above a certain limit no matter how high the T tries to raise the temperature.

Monitor heaters are not expensive and heating oil is... The price of heating oil has doubled over the past 10 years and is expected to go up another dollar per gallon in the next year or two.
