This doesn't make any sense. Why would they be using the heat over the summer if as you state "it's not needed"?

he wants to make the switch over the summer so it doesn't interrupt heat service during the winter months and avoid everyone being cold for a few days.

Some people who are older like having a hot place. I remember visiting elderly relatives and almost fainting because it was like a tropical jungle in their house! Perhaps this is the same kind of problem that the poster asked about.
