I would think it was strange, but first thought is he's just a picky, careful person? We have a maintenace contract for the heat/ac for our SFH. So the person checks furance before winter and the AC before summer. This eases my (LL) mind and tenants. But, I would inform tenant that you take care of inspection of these and if he has a concern he should contact you.
