Is he acting per your lease agreement? Meaning, does your agreement require that he maintain the systems? If so, he's doing the right thing. If not, he may be meddling. I carefully explain to my tenants that they are to call me no matter whose financial responsibility a particular repair may be -- that way I get the work done to my standards and I get the reports regarding the problem so I can assess the financial responsibility correctly.
