Correct, it is up to her to claim is on her taxes. She can evade taxes by not claiming it if she would like, but she does so at her own risk.

If you pay in cash and it's a small amount, her risk is negligible. Call it a tax-free gift if it's under $13,000 a year. If she gets audited, it would be for something else.
