You are getting the typical treatment of apartment complexes. They all go after your deposit when you move out. They will always find some reason to keep your money. What the complex is doing is purse snatching. You can take them to small claims for the deposit. But that is about all. In addition to this notice thing they will find all sorts of defects in the condition to dock you for too. It is often a losing battle.
