tenant pays for the actual usage of utilities including the gas, electricity, etc in addition to the rent and parking fee. And the payment of utility is paid to landlord ( real estate management), not the utility company. That is the way here.

The monthly payment of utilities is not same. I try to pay a fixed amount regularly for utilities. thus, I pre-paid or pay extra dollars in August, September etc in 2011 to get ready for winter heat cost.

I think the poster may be confusing prepaid utilities with a utility deposit. If it was prepaid to use on utilities then of course the money would be used as the year went on...

I have a feeling that we are missing something major, like lease violations, damage, new ongoing utility costs ($350 would only get you through a month or two up here in the winter), city fines, or something like that.

I don't think the person needs 3 hours with the LL. I have a feeling the meeting will take 5 minutes if that...

    Yes. I did not describe myself clearly - I paid the usage of utility + extra dollars as pre-paid and accumulated for winter heat cost.

    Since the usage of utility is paid on time, and the extra dollars is added to my account, the balance of my account should be increased.

    Are you still with me?

    Lease violations? for example?

    Damage? Isn't it for security deposit when the tenant moves out? Actually there is no damage.

    new ongoing utilities? if yes, then never see that type of items on my utilities billing statement.

    Oh... you would not be surprice after you get to know this landlord. Everything takes time for them and if you are lucky to get response.

    After all, my question has not been answered.
