Yes. I did not describe myself clearly - I paid the usage of utility + extra dollars as pre-paid and accumulated for winter heat cost.

Since the usage of utility is paid on time, and the extra dollars is added to my account, the balance of my account should be increased.

Lease violations? for example?

Damage? Isn't it for security deposit when the tenant moves out? Actually there is no damage.

new ongoing utilities? if yes, then never see that type of items on my utilities billing statement.

Oh... you would not be surprice after you get to know this landlord. Everything takes time for them and if you are lucky to get response.

After all, my question has not been answered.
