Unfortunately, your landlord is a liar and a thief. There is not much you can do about it. If you start making deductions from your rent he will evict you. So, if you do not want to go down this road, keep paying the rent. There is not way to win this one or even to fight it. Tenants need to understand that when cable is a part of the rent, the landlord is always stealing it. Next time, you need to sign a lease.
