Three weeks is not a long time to have a place up for rent. I waited three months one time.
Do not drop your standards and accept someone with bad credit. This costs so much more in the long run, versus the time vacant while choosing the right tenant.
I do not waste time showing the place to the ones on the phone that don't realize they are being interviewed while they are making the initial call.
