You are right to be concerned. Your landlord is typical in trying to avoid being a good landlord by not following the law. You could be living in a fire trap without knowing. The reason for the occupancy report is to make sure that the rental is safe and up to code. If it was, your landlord would have applied for the permit. You should start looking for another place and report this landlord. You may be entitled to moving expenses.

If your are a tenant then post something on Landlord Report it .com if you are a landlord then sign in and report your bad tenant. All for FREE CHECK IT OUT.
