A background check is easily accomplished without an SSN; most municipalities and state courts do not gather a perpetrators SSN nor is it typically available for review on public courthouse websites. The only time one needs the SSN is to pull a credit report. The DOB is far more important in separating your tenant from others bearing the same name.
