It's too late for a pay or quit since he already moved out. Get a judgement against him in small claims court.

Even if his belongings are still in the house? He left his stuff there and is staying with a family member, and does not want to pay rent. I cannot rent my house out with his stuff in it.

Has the tenant turned over the key? If not and especially if he has belongings in your rental then he is still a tenant. Send the PQ notice by certified to your rental address. When it returns keep it unopened. Find a lawyer who will help you for a flat fee start to finish. Shop around. You may find it will be cheaper to just let it go. Move the belongings into a storage locker, pay one month and tell your tenant where his things are. Go to the rental and change the locks. Leave a note advising the tenant how he can pay the month of March and get the key to move his belongings. You are in a little over your head. Is there anyone in the city where your rental is that can help you?
