Reducing rent for tenants....

I was a fool and reduced rent for two tents and now they are moving out asking for thier deposit consequently, it's been over a year of rent reduction approximately,$100.00 per month reduction...can i claim that as "unpaid rent" on the letter due them in 21 days? Please clarify!

This is confusing. Needs more details.
Did they both have a lease? Is the lease term up or are they leaving early?
If you reduced the rent, why do you think you can claim unpaid rent (unless they really didn't pay the regular reduced rent that you granted them)?
When you talk about a letter due them in 21 days, do you mean the security deposit settlement statement or whatever you call it?

You'll find the answer in your rental agreement. If your agreement was reduced rent, but in the case of breach of lease the rent would default to the original higher rent, then you can charge the higher rent if they are breaching the rental agreement by leaving early. If they are terminating a M2M or are at the end of a lease, then no you cannot ding their SD for additional rent over and above the amount you agreed to. If that were the case, why couldn't we all just say to all of our tenants, "I've decided the rent was higher than we agreed and I'm keeping your SD to cover it."

There is no law against tenants moving out of a rent reduced unit. If the place is left clean and undamaged, return 100% of thier deposit. If you do anything more you will be looking at a court date and triple damages.
