The ability to receive interest will vary depending on the judicial procedures for your state. In mine state, those procedures state that a specific rate will be awarded, unless the contract states a different rate. If the contract uses a different the contract rate is used.

Your time and stress are considered a normal part of doing business and are not compensable in any state's SCC that I'm aware of.
