Payments to a single individual for more than $600 should trigger a 1099.

    Then you did not pay an individual so you would not generate a 1099.

    Also it is bit late to be sending 1099's. They should have been in the individual's hands by Jan 31st or so. I know W2's, by law, have to be in your hands by Jan. 31st, not sure if it is the same for 1099's. I would think so.
