Actually, PA is pretty clear on most issues regarding landlord/tenant issues and, unless you live in Philadelphia, the balance tips towards the landlord in most situations.

There are several statewide and regional landlord associations that are wonderful and you get the benefit of PA specific advice, local practices and situations

Also, there is no substitute for specific legal advice if you don't know what you're doing. Naturally, this costs $$$ but to me, my attorney has earned every nickel I've ever paid him and I've received invaluable information that I have used time and again.
