"There is not clear law in Pa." you keep saying this all you want, but there is a very definite set of laws for landlord/tenant relationships. You should educate yourself and quit making unfounded statements such as the law is not clear! It has been clear and working for decades as per your state law makers. Perhaps it is you who is not clear as to what the law means?

yes you are partially right but guess what,just today i got phone call from my friend Pa Landlord....she does not issuing rental agreement because...last year judge told her to call police on tenant -with out judge order-who was late and did not had rental agreement... Judge told her-no rental agreement equals no legal occupancy.She kicked tenant out just in 24 hours!!! This is what i mean... if judge is not clear with a regulation who supposed to be? And this make me confused.Some of the regulation are clear like crystal but some...Today i came back from my judge.This is what he told me:your water pomp broke after you started eviction,so you did not brake Pa Act because you were not using it to force him to move out.And because tenant is in eviction he did not brought implied inhabitability during hearing. And believe me i would summon myself for this situation...When i came i just ask him what kind of summon i may expect.
