If you don't have the money to make necessary habitability repairs to your rental property, you cannot rent it out. In setting up the law to require LLs provide the basics to make the property habitable, and ennumerating those basics, the government has chosen to establish standards (regulate) rental property and you are subject to that regulation. Just like driving without a license, operating a rental property without supplying all necessities to make it habitable is illegal and you can be sued by the injured party. If you don't have cash, you should ensure that you have sufficient credit to get you over any emergency situations such as this. If you can do neither, you cannot be a LL and should sell or otherwise dispose of the albatross that is your rental property.
