Systematic code enforcement voluntary or mandatory

Hi I didn't see this answered so I am asking, forgive me if answered before but is Los Angeles Municipal Code 161.602.1 regarding systematic code inspection of apartments voluntary or mandatory? My tenants do not want the city coming into their apartments and neither do I quite frankly.
Also, we have three commercial units in the building. Are the commercial units exempt? Do we have to prove they are commercial units or is our word sufficient?

You should probably call City Hall and find out.
Do your tenants permit *you* to inspect at least once a year?
I think the code inspection might be a way to make sure every unit has smoke alarms and CO detectors, and that there are exit windows that work as well.

Knowing how the City of San Francisco is regarding building inspections, I would suspect L.A. not being to far behind, but if I understand the Municipal Ordinance, the city can revoke your Certification of Occupancy if you decline an inspection. I do not own commercial property, I own multi family housing, and I am inspected every 3-4 years. Code Enforcement looks at Fire Safety ( extinguishers), sprinklers, hot water heaters, fire escapes, exit stairs, non permitted work,etc. Really the tenants do not have a say in the matter.

Reading the ordinance states that a landlord can not legally collect rent unless the landlord meets the terms of the ordinance. Pay a fee per unit, inspection, rent control, etc. Seems there are a few exceptions to this also. You need to get a copy of the ordinance and read it for the details.
