You should probably call City Hall and find out.

Do your tenants permit *you* to inspect at least once a year?

I think the code inspection might be a way to make sure every unit has smoke alarms and CO detectors, and that there are exit windows that work as well.

yes the tenants have no problem with me inspecting, which I do annually, they just don't want the city coming into their homes. I called the housing department and they would not say if it was mandatory or voluntary, they just said they inspect every 3 years.
