Who is giving you this incorrect information? Please join a local landlord or real estate association so you will have a reliable source of information. You would file the suit in the locale in which the rental property is located. Your difficulty is that you will need to have the tenant personally served in order to obtain a money judgment -- so I hope you know where he is living or working.
