I agree with previous 2 posters. The tenant doesn't care what you paid. I hope you have pictures of the way the place looked before the tenant moved in. They are doing one of two things; making sure they won't be charged for any damages when they move out or just want to jerk you around.
I assume this poor rating was what they marked on the move-in check list as opposed to your good. It really has no bearing until the "move-out" inspection. If you noted it on the checklists (the disagreement)-- it's a moot point until the move-out. I would not have given them any paint as that (in my mind) indicates you agreed that there were problems.
I'd stay arms length of the tenant and try to have very little interactions.
Hopefully they just wanted to assert their authority and this won't be an ongoing problem.
