I thought the security deposit was security against damages and for needed repairs etc.

Since when can someone charge a paperwork fee????? Is this legal in IL or everywhere?

I can't say, however, it appears to be another way for them to get money from this person. And, if the person is willing to pay. I can only assume the tenant didn't tell the company she didn't want to renew the lease, of course they may not have asked. As the other poster mentioned, I would clean the place when I left and take many pictures. I suspect this landlord will find things wrong, even when there isn't.
