Welcome to my world. I had one idiot buy one of those "screen doors" that just dangle ... so he didn't have to get up to open the door for his dogs to go in and out !!!

I just converted a building with 3 units from gas to all electric and I separated out their meters. New tenants coming in and those already there upon renewal will now be paying for electric baseboard heat, along with televisions on all day long when no one is home, porch lights on all day long, etc. Two units will kick in with new leases prior to next winter's heating season. the other I'll have to pay his electric up through February when his lease renews.

Another building I put in an accustat ... also gave those tenants baseboard heaters if they want it warmer (they already pay their own electric) they can pay. I know they can circumvent the accustat by placing ice cubes on the box, etc., so if that doesn't work, I'll put the thermostat in the basement where no one has access.

I don't begrudge anyone heat (I like it warm) but in the winter time, sleeves and something on your feet should be a given ... unless you don't pay the heat !
