Hi SF Landlord. Have you spoken to the San Francisco Apartment Association? or the San Francisco Small Landlord Association? They are usually pretty on top of these types of problems as well as Tenant/ Landlord Disputes. I personally have not had problems with the Building Inspectors, but if you want to talk about how unfair the water department can be...there you go.
Look up www.sfaa.org...they surely can get you some assistance.
