I have to manage the realtor.
This is what I replied
the rent is firm $xxxx for a new floor.
Either new floor or new wallpaper is implemented in this year, not both. Next year, maybe, replace something with new one.
I ask my realtor to get the tenants' credit report before getting into any real negociation.
I try to save my realtor's time.

I wouldn't give the applicants a choice of either a floor or wallpaper. Decide which one you want to upgrade and do it. Do not even mention that you will consider another upgrade next year because the realtor will sell it as a guaranteed replacement to the tenants or that's what the tenants will hear and expect in 12 months. Make sure your rental price reflects the improvement and do not allow anyone to pressure you to into another price if your asking price is comparably priced for other apartments in the area.
