I inspect (and talk to them) every month, as I pick up the rent in person, and yes, same tenants since replumbing, I am very conscious of the water usage, and note any difference immediately. I ask every month if everything is working properly, check the furnace filters, and usually a quick look at bathroom, under the vanity etc, with their permission, to keep up on things. Apparently, someone told them they would have a quicker time filling their tub, sink, etc. for baths and dishes if they removed them, forgetting that when we run the water, we're not always filling a sink or tub. Note I said EVERY MONTH. It's the reason I prefer to pick up rents in person.
