Absolutely, you are 100% right. Many prospective tenants, who do not meet the financial and other qualifications, will try to negotiate with you, wasting your time. Don't let them.
The last five years I have offered ZERO concessions to new tenants; no improvements, no discounted rent, nothing. Take it as is or good bye.

Having had to deal with realtors handling my rental due to distances -- I had less problems with tenants wanting concessions, but more with poor screening (T paid rent, but other issues.) You may want to interview other realtors to handle your rental. Are these people communicating to you they want this & that or is it coming through the realtor?
