Issue the proper notices as your state indicates. Pay or quit and a notice to move out within the state requirements. The file for eviction.

Dangling his bounced check in front of your tenant is not really going to accomplish anything. He is already staying there for free and knowingly gave you a check that never had funds in there. I doubt he is going to care that you tell someone about it. You have the option to contact the local police department from where the check was issued and file a report and paperwork, but that doesn't mean the police are going to get your money or even haul him into jail.
