can I hold my rent until my landlord show me a rental license , According to Dept of License in PA he has no right to collect rent? Can I sue him for money he already received from me?

If you are not happy with your rental you need to move immediately and not make trouble. If you hold your rent you will be evicted. An eviction remains permanently on your credit record for life. You will never be able to rent again, buy a car, house or anything else that requires good credit. If you start playing games with your landlord you may be sure he is much better at it than you are.

there is no such thing as a state rental license in Pennsylvania.

You are just a peach. Some people will look at any loophole to not pay there rent. Wonder how you would feel if it was legal to dump your butt on the sidewalk with no notice. You would be screaming bloody murder. Be an adult and pay your rent.
