Of course you can require them to fill out the application.

Whether you can increase the rent by a significant amount will be determined by state/local laws. If you are in a rent control district, you probably will not be able to do that all at once.

I am NOT in a rent controlled area. Their rent is about $200 below FMV and I would like to raise it by $60 for now. Maybe another $50 in a year.
