I didn't feel it was relevant for my questions, but looking back maybe it was?

We would don't want to go through the process of finding a new tenant with the possibility of not renting for a month or 2.

If the tenant cleans up the clutter, makes attempt at removing vehicle (has told owners they are trying to sell it, but obviously not active enough), and also takes more responsibility regarding heating then we want them to stay, mainly because they WANT to stay. Someone wanting to stay is more apt to pay the bill right? I would hope! :)

they have cats so it's not as bad... but if they are slobby I wonder how they are with maintenance of them (during walk through it didn't smell terrible like others Ive seen)

You can give rehabilitation a try but telling adult people how to live has a limited success. Just remember that you will be living in the rental with them. You may find your limit.
