I have often found it is best to let others be the vehicle of anothers Karma. That way the vehicle does not back over you or turn around and ram you.

Considering the tenants want to keep having a place to stay, even if it's illegal and dangerous, seems to me karma might be needing a gentle anonymous push, but I do understand your point.
