It is not illegal; perhaps your sister is having your mom manage the property for her. Until your landlord (new (sis) or old (Mom) sends you a written notice to start paying someone else, you are correct in paying the person identified in your lease or rental agreement; if no written agreement, you pay the person you always have until informed otherwise. It is not up to the tenant to research the property ownership and identify the owner. The tenant has an agreement with someone (usually the owner) to rent the property. Any dispute about who was paid rent will be between your sis and your Mom.

Only your Mom and your sister know their business. Have you ask either of them?
