Does your lease state that tenant is responsible for obeying HOA rules?Does it state that tenants has to pay any violation fees? You overlook but he intentionally broke the rules...Let him pay fines and you will see how long he stays. If you rent in HOA never sign a lease..always rental agreement M2M.My friend has a rental house in HOA.She wants to sale it as rent to own because she is sick and tired of HOA rules.
