how is the electricity your responsibility? if the Ts moved from oe unit to the other they should have transferred the electric themselves.
and you really should have had an amendment to their original lease prepared showing the transfer from one unit to the next.
if you want to keep the Ts; make reperations for this mistake and ammend the lease
if not; post notice to non-compliance and send notice to vacate.
