30 days notice to sign a new agreement with new terms whatever it is.Giving a 14 days time to decide tenant if he/she wants to stay .In 15th day if not signed agreement return give a notice to not renewal(PA law).You have to look in your loco law how many days notice of no renewal must be issued.If This is thirty days i would give notice of no renewal with condition if signing new lease.Please, look at situation that tenant lives 10 years in rental it may create long term tenancy in some states.
