This is not criminal(unless you are saying this is vandalism) however he is responsible for putting the property as it was.

I don't believe it is a criminal offense either. The tenant is responsible for putting the property as it was. However, I wouldn't allow him to do a "do it yourself job". Insist on a professional. Don't ever agree to allow a tenant to make repairs to your property again.
