I would talk to the LL and explain the situation and enlist the aide of the LL -- to evict the tenant 83 year old for having the unauthorized extra pets and daughter. This would also get the daughter out. I realize the 83 year old isn't living there, but this might solve the situation, because I'd think the LL would not want this person there either.
And, at 83 with this injury it'll be a while before she can come back.
And, just because the daughter has a established a resident, was she allowed to be there by the LL, plus kids, plus animals.
I wonder if your name is on the lease couldn't you have her removed?
