When I converted a SFH to duplex, I opted for separate HVAC with separate LP tanks and separate electric meters. I left water and sewer as one service and bury the cost into the rent. I also bury the cost of the individual trash pickup into the rent.

The T must pay for any LP in the tanks before moving in and I buy back any LP in the tank when they leave.

My opinion...If you are going to do it, do it right the first time.
