She is not a member of the armed forces
She is not a member of the virginia national guard
She is not a civil service technician _WITH_ a national guard unit.

If she is going overseas, chances are she is going to a U.S. military base, which as nothing to do with the Virginia national guard.

The federal as well as the State laws were put into place to protect military members because they can be ordered to deploy and relocate against their will. This person chose to accept a job. No different than choosing to accept a job on another State.

She is breaking the lease because she wants this job.

Having said that above still be nice. This person may indeed believe that she has the right to break the lease.
