"A. Any member of the armed forces of the United States or a member of the Virginia National Guard serving on full-time duty or as a Civil Service technician with a National Guard unit may..."
She is not a member of the armed forces She is not a member of the virginia national guard She is not a civil service technician _WITH_ a national guard unit.
If she is going overseas, chances are she is going to a U.S. military base, which as nothing to do with the Virginia national guard.
The federal as well as the State laws were put into place to protect military members because they can be ordered to deploy and relocate against their will. This person chose to accept a job. No different than choosing to accept a job on another State.
She is breaking the lease because she wants this job.
