1) no rent control 2) I used the California Lease Agreement from this site. Under the Option to Renew lease it says the Tenant has the option to renew for 1 year, at an annual increase TBD. Also I gave him forms, among them, "Notice to Vacate or Renew lease" on the agreement it says he was required to provide 60 days before the lease expiration, which he hasn't. For me, being a first time landlord and life getting in the way, I just realized the lease expires next month and he hasn't said anything 3) I thought it was 60 days for rent increase?

He may not plan to vacate and you must issue a new notice to renew or vacate. Mention that you will have to serve a notice terminate if no response.

or
___ Vacate
At this point you just want an answer and if he wants an extra 30 days to vacate.... OK, he can ask you for it or send you a 60 day notice to vacate.
