I know of nothing in Iowa law that would prevent you from continuing your case even though you accept partial payment.

I would accept the partial payment and when you appear in front of the judge explain that the T made a partial payment. In light of that, you would like to reduce your claim by that amount.

What you would be doing by accepting payment is a basic of contract law, you are mitigating your damages.
