Wish I could help but since I don't take Section 8 I don't know the process. Isn't there a government agency for Section 8 where you report the problem tenant and ask how to evict? Hopefully someone else here has an idea. What ever it takes, I would cut my losses and get rid of the tenant as soon as possible.

You should contact the agency that came for the inspection and report the problem you have with the tenants. And in writting!!! Best of luck to you.

Section 8 has their own inspection department which inspects the apartment yearly unless the tenant calls with a complaint before they are due to come out - and it is tenant bias.
