I don't think it is that but they are a bi-racial couple and the block is predominatly white. They said its all kinds of people coming in, construction workers, black, white people.
If he is selling tools (which I do not know) that makes sense butg they say the people come out empty handed everytime so they don't believe it. I told him he has to do that elsewhere because your putting yourself in a position that makes you look guilty even if you are not. The tenants do kind of have the attitude that they are doing nothing wrong and resent being told they can no longer have people come to view the items because people have nothing better to do than watch the house. Im torn cause if he is dealing then I don't want to get in trouble, but if he is not then I think he should be left alone to have his visitors.

I'd resent having my visitors limited by a landlord with no proof too. You can't tell them to change their lifestyle just to avoid looking suspicious to a nosy neighbor. If you asked me to move with no proof of wrongdoing, I'd be talking to my lawyer within the hour.

You may be able to go the angle that they cannot run a business from their home if it's mentioned in the lease that the home is to be used only for residential use and not commercial use. It's a stretch.

Another angle is to tell the neighbor that you inspected and nothing untoward was happened that you observed. If the neighbor still has an issue then it's his problem and you need something concrete than his imagination.
