this is a business, and in this business there will be problems and unforeseen expenses

don't replace the windows, but take the broken window cost out of their security deposit, and if there is not enough $ there then go after them in court

you provided a unit with unbroken windows, they will return a unit with broken windows, go after them for the cost

it is just business, don't get too emotional about it
