you're correct - they can "easily" separate the electric. However, it is VERY time consuming and VERY expensive. I just had it done because I was sick and tired of tenants with NO concern for being energy efficient - one idiot bought one of those back door screen thingys but left his heat on ... you know,so the dogs can go in and out on their own !! Anyway, it was over $5000 to have 4 meters installed and the inside lines followed and separated out. It was VERY time consuming. My blood pressure and in about 12 months (my forecasted pay back period) my bank account will both be very satisfied w/the money spent.

The addition of a new meter(s) is extremely expensive.
The suggestion was to re-direct the existing circuits to the existing meters which is relatively inexpensive.
